What is the purpose of both extruder fans and what effect would a weak fan have in either location?

The rear fan keeps the internal parts of the extruder from overheating. Front part cools and helps solidify parts.

If by a "weak fan" you're referring to a common issue where the fan studders and then slowly moves, only speeding up hours into the print, this is something that you can fix by changing a setting in Cura. Go to expert config, and look for a setting that's something like "Fan at 100% after ____ mm"

See, the way Cura works is that it slowly ramps up the fan speed in a linear fashion, once each layer. The shorter the number in the setting is, the faster the ramp-up. Having the fan off for the first layer (and maybe the first couple of layers) isn't a bad idea.

This is all, of course, assuming that's your problem.
